You need to make sure all of the codecs are installed properly for dvd playback, being that you are getting sound and no video. There is a program called G-Spot that will tell you what drivers you have and the ones you need for the video that you are trying to watch. Best of all, the program is free. The second thing it could posiblly be could be that the DVD media type is not 100% compatible with your make of player. This happens regularly with burnt dvds. Try a different type meaning if what you have is a DVD+R try a DVD-R.
I hope this helps!Posted on Nov 28, 2007. 2 AnswersSOURCE:If you were using RCA cables, you may have had them hooked up wrong. I know this may sound like an easy fix, but I still hook them up wrong from time to time. Especially if there are more than one set of RCA hook-ups on the back of the unit.
If you were using a S-video cable you shouldn't have to use RCA cables, if you had both hooked up that could cause your DVD/VCR unit to not work properly and only get a partial feed to the TV. The device displays black screen by default, so not possible to see the menu if using s-video.

The manual states to press the 'Progressive' button to change modes. Unfortunately, you can't see what mode you're toggling through until you hit the right one (Toshiba blew it here!!). Power on the device WITHOUT a disk in (you can't change modes during DVD playback mode). There are four output modes, so press the 'Progressive' button on the remote and wait for 3 to 5 seconds for the player to switch output modes.
Repeat this up to four times to cycle through the available modes. During one of the modes, you should see output to your screen through the cable hookup you've physically attached. You will also notice the led's on the front panel go on and off during the process at times. Good luck and don't bother calling Toshiba support.
